You are correct. Though Death is not a permanent state here.
There are Ports, and there are Floods. The former occurs when we dock at a wide variety of locations, while Floods are events that occur right here on the ship. Both have a tendency to affect the vast majority of the population in an illogical variety of ways. Everything from memories, to persona, to even your physical identity may be temporarily altered.
